I'm not sure i completely understand what you need but you could write
dynamic Javascript using PHP
e.g;
$myString = 'hey dude, help me';
<script language = .......>
<?php
if( strstr('help me') )
include('jsfunction.inc');
?>
</script>
The code i wrote is really dumb, but trying to give you an example.
