I use a technique similar to Lynch's
$value= preg_replace("/(\r\n|\r|\n)/", "\n", $value);//this says make \r\n or
\r or \n a single \n
$value= preg_replace("/\n\n+/", "\n\n", $value); //no more than 2 \n
This fixes the case when some adds excessive newlines
