did you went through this manual page?

http://www.php.net/ftp
http://www.php.net/manual/en/wrappers.ftp.php

get a 'phpinfo()' output and look for the 'FTP' section, if it's
enabled thats it!. i have used php ftp for few times, but had never
required to configure or compile it specifically. correct me if i'm
wrong.
