Try this (untested):
<?php
$pattern = '/^([^;]*);([^;]*);([^;]*);.*$/m';
//repeat this /^^^^^^\ for each ; bit you need
preg_match_all($pattern, $data, $fields);
var_dump($fields);
?>

The 'm' at the end might need to be an 's', but I think 'm' is right.
