urlencode the url ...
echo "navButtons.swf?myURL=",
urlencode(domain.com/index.php?c=21&a=35&w=2&r=Y),
"&buttonLabel=ClickMe";
chances are you will have urldecode the value of myURL inside the flash file
in order to use.
