I don't think anybody here can answer that without knowing how IPB serves up those attachments. Do they even go through PHP? If not, then it becomes a web server configuration issue. If they do go through PHP, what PHP functionality is IPB using? Perhaps they are using the deprecated mime_magic stuff?
