So, Notepad is illegal?

Because I've used Notepad to create/edit cookies on my computer for
testing/debugging purposes.

Puhlease.

The browser itself ought to let you edit your cookies, in an
"Advanced..." dialog, imho. :-)

Maybe then people would begin to understand what a Cookie REALLY is.
