you are missing the 
enctype="multipart/form-data"
part in your <form tag.
If you put
echo '<pre>';
print_R($_POST);
print_R($_FILES);
into your test7.php file, you will get someting like 
....Array
(
    [uploadfile] => Array
        (
            [name] => BEO.bak.htm
            [type] => text/html
            [tmp_name] => D:\tmp\php\php179.tmp
... using FireFox which you can use for 
http://de.php.net/manual/en/function.move-uploaded-file.php then.
