In my opinion, this is what MTAs are designed for... Personally I throw every email I need to send at the MTA (postfix is the best!) and then let it handle processing the queue. If it goes too slow or too fast that's when you can alter the configuration
(Side note: I'm pretty sure phpmailer would have some sort of delay built in, it seems to be quite feature-rich) or you can always build in your own manual loop, use sleep() or just launch the script and only run $x number of emails each time...
