No that's not the issue either. I found out that the important thing to
add to permissions with full control was "NETWORK".  PHP in windows is
smart enough to reverse slashes.  It helps make things more
cross-platform in php.

shouldn't you use c:\inetpub\wwwroot as your startdir instead of
/inetpub/wwwroot ??
