Because when you use php to make a file/directory, the webserver makes the owner the webserver (usually "nobody"). Unless you log in as "nobody" (or whatever respective name), you will not be able to modify the permissions or delete the file/dir. However, when logging in and making a file with 777 permissions, php and the webserver should be able to modify the file...
