Er... well I've seen a lot worse code than that but maybe you could use ...

if (isset($_SESSION['username']) && !empty($_SESSION['username'])) {
        echo 'Welcome '.$_SESSION['username'].', you are still logged in.';
}
else {
        header... etc etc
}
