In addition to doing a lot of bug fixes and new features, the PHP on
Windows team has been doing a lot of work testing PHP on Windows.

We test every snapshot and release build using php-core's PHPT tests and
some PhpUnit tests and generate reports comparing pass, failure, crash,
etc... of the previous snapshot to the current snapshot. These tell us what
was fixed, what's still failing and what was just broken by a recent commit.

Although these reports have been posted on windows.php.net (specifically
http://windows.php.net/downloads/snaps/ostc/pftt/), we would now like to
share them more directly with the whole PHP QA Team.



Specifically, I would like to send ONE email message per snapshot build
summarizing the test results and comparing them to the previous build.
These summary reports(html and text/plain) would have links to where more
reports and result-packs are stored for readers who want more detail.

While we want to show the testing we have been doing, we don't want to
flood the list with reports(we have a lot of test data). E-mailing only a
summary report per build should limit it to at most 4 messages per day
(some days it might only be 2 or 1 or sometimes even 0).


I wanted to discuss this a bit before proceeding.
