Yes, I was trying to fix bug 67685.

The way I had to implement that was to use static pre-generated HTML files
uploaded to /reports/db/<branch>/<revision>/.

So the .htaccess file for that has to allow.

It was working, but broke recently. Somehow it got overwritten (though
didn't change in git repo).
