Description: ------------ It seems that updating to timezonedb 2017.3[1] broke several test cases. A later fix[2] appears to have fixed this issue for PHP-7.2 and master, but PHP-7.0 and PHP-7.1 are still failing[3]. Derick, could you please have a look at this?
