There is no registration.
Using the https://edit.php.net application you don't have to register at
all.

You translate and then click "submit patch" and then someone verifies it
and commits your changes.

Once someone has committed your changes a few times then we have confirmed
that you are doing a great job and you can apply for a "version control
account" (http://php.net/git-php) and commit the changes yourself.
