IRC is listed as one of the unofficial support mediums over on http://php.net/support.php
For some reason OFTC is listed as the first network, suggesting it's the most popular, or perhaps the most likely to find help at. In reality it has hardly any users (in #php anyway), whereas Freenode and QuakeNet have hundreds.
