Would it make sense to directly link to the ZIPs downloadable from
Github instead, plus a link to the windows snapshots (mentioning
that these may not be up-to-date with the latest heads yet)?

The list of "quick fix" choices that we get for responding to bugs, and listed
at https://bugs.php.net/quick-fix-desc.php, still make reference to the
no-longer active snaps.php.net.
The quick fix messages should be updated or removed as appropriate.
