Thank you for bringing this up, and having assembled a list! Generally, I think we should enable GH issues for all GH hosted Web repos; especially, I'd like to see them enabled for web-windows (I will certainly keep an eye on that). I'm not quite sure about a few of them, though. E.g. web-php-distributions might not need an issue tracker (besides, it's a bad idea to host the tarballs in my opinion). And repos like web-gcov and web-jenkins might better be archived, until someone is willing to work on these.
