Given that bugsnet has been superseded by GH issues, it is
sufficiently safe to assume that this issue won't be fixed.

I managed to edit the ticket I gave as example by entering a comment, so the
actual issue is that a comment must be entered to edit any field of a ticket.

I am unable to change the Summary field of ticket #66653:

If I simply change the field's contents and click the Submit button (without
having entered anything in the New Comment field) I get error "You must provide
a comment.".
