Given that bugsnet has been superseded by GH issues, it is
sufficiently safe to assume that this issue won't be fixed.

I just explicitly requested allowing users to create accounts (and a feature 
which really depends on that) in ticket #77421.

Has the subscription issue[1] been resolved?

FWIW, at least it is possible to search by commenter via the
advanced search.
