Thank you Christoph for this information. By looking in the history of
my passwords, I was able to find the one that corresponds to pecl.php.net.

main.php.net and pecl.php.net have separate accounts. Although it is
not uncommon to have the same username for both, the passwords can be
different. Contrary to main.php.net, pecl.php.net neither has a
"password forgotten" functionality, nor a possibility for admins to
change the password; only someone with direct access to the database
would be able to change your password. I'll try to get one of the
people, and ask them to contact you.
