Hi all, I had a blinding flash regarding my cookies.
The php file that was creating them contains no HTML, just db-authentication and redirects. I added the cookie values to my redirect location string, and then created the cookies on the first HTML page which happens to be the Frameset. Everything now works tickety-boo. This might just help someone else facing the same problem.
