The answer is both, time and technological problems. I am not able to produce the
German PDF because I have a German installation of TeX. This way the generation of the
German PDF manual makes with a "echo "ach ..." a "echo äch ...". Examples are with
this way not readable.
If I need a recent PDF manual, I email Jouni and he send me one. There are more
limitations in the TeX backend, which needs some patches to TeX itself.
