hmm... I think I just figured out what the problem is...
Kosek and Egon both are right...
take a look at the line below. It is one of the tags from phpdoc/manual.xml.in file.
<book id="manual" lang="@LANGDIR@">
I think this should be modified into <book id="manual" lang="@LANG@">.
I'd like to hear about other opinions.
