Well, the way I calculate it is that I count the total number of files,
substract 1 for a red box and .5 for a yellow and then to count/total
Sometimes the change to the English manual that occurred after the last
change to the translated file is trivial and no translation needs to be
done. But if you go through and click on the links in the yellow boxes
you can verify that these changes are trivial.

I look right in the raw cvs logs for these timestamps. The local time
shouldn't be a factor.
