It depends on what you have requested your CVS account for. If you have requested for eg. working on the PEAR project, than you probably only have write Karma to the PEAR tree. If you asked for phpdoc karma (entered in the text box, that you would like to work in the phpdoc team), it is probably an error, that you have no phpdoc karma yet.
