I tried to find some solution about the Arabic Encoding, but it seems not easy!
I'm thinking of using the default Windows-1256 Arabic Encoding which is used by (90%) of all arabic users around the world. I know this won't make PDF and RTF rendering work, but at least the CHM and HTML will work very fine..
