php.net/htmlentities documents how to do this. (in the notes, right
now. reclassifying as documentation problem so the notes get pulled
into the documentation proper.)

PHP needs a function to convert html entities to plain text,
such as " becomes a double quote character.
Essentially,
htmlentities or htmlspecialcharacters,
except in reverse.
