[PHP-DOC] Deletion of functions.xml files in translation-dirs

Hi all,

if there are no complaints, I'll delete in the next vew days all the 
<transl-lang>/reference/functions.xml files to finally activate the 
automatic fallback to the English functions if there is no
translation available.
