Bug description:  get_meta_tags appropriate for strings functions?

The function get_meta_tags listed in the string function does not operate
on a string. The fact that it returns a string does not seem to be
appropriate justification for it's placement here. It seems as if it
should be in an html parsing functions sections. I would definately like
to see more functions like this for parsing html content.
