There is no translation system for it, translation of those docs is not supported in the phpdoc build system 4. As we discussed we have some plans to distribute a PHP Internals manual separated from the PHP Users' manual. As discussed the PHP Internals should be understandeable in English as all source code needs to be documented and commented in English.
