What you said is wrong.
phpdoc-pt_BR with -dir doesn´t have the howto, the original english files, the ./configure and all other files need to make the manual, none tool to make the revcheck.
It have only the translated files, but with it you have to use cvs to download the en files and every another tool.
I recommend to use "without" -dir. It´s more easy to use.
