OK,

because of the presence of phpdoc/zh (the bad checkin) it couldn't
checkout phpdoc-zh to it... so it got all hot and flustered. Same for
tw.

I have tar'ed the old zh and tw trees, and deleted them from phpdoc. zh
looks checked out now ok, so next build should see us a built (or not)
zh tree.
