I just have to correct myself: the cli-story is different due to the working-dirs, but I tried it just with my batchfiles, which always step directly into the scripts-dir :)
The env.-var on Cygwin gets also through, but didn't remember remember that our php.ini doesn't set the track-vars, so just didn't get it into $_ENV.
