You don't think this mention in install.txt is clear enough? ATTENTION! ATTENTION! ATTENTION! Some extra DLLs are required for some PHP extensions. Please copy the bundled dlls from the 'dlls/' directory in distribution package to your windows/system (Win9.x) or winnt/system32 (WinNT, Win2000, XP) directory. In your documentation or the install.txt you do not mention, that it is needed to copy the iconv.dll to your %SYSTEMROOT%\System32 or %SYSTEMROOT%\System if you want to use the gettext-Extension. You only mention the gnu_gettext.dll (for older versions) or the libint-1.dll.
