It does not seem to be legal, it has no athor and editor information as far as I have seen. But it is also a very old copy, from february. Yes, I know we have no new manuals built for a long time, but still this is very old... But it seems to be a repost of the special version of Damien...

It's an old version, it has been altered to fit this web site design, and some copyright info are
missing. In the same time, they are trying to sell services from that (like, we'll look a
function for you for 10 bucks...).
It is pretty often that I see years olds documentation, with people explaining they are
the authors of it. Usually, those attempts don't last, because PHP.net is well known
for having a fresh version of the docs. secondly, those guys do not update the manual,
and the attempts usually stays behind.... no use getting back there.
This is not the only site. I think I may drop a note to the webmaster, but it will most probably
generate sarcastic remarks, or worse.
Those sites are parasits for sure, but I believe they never get impact.
Given the level of traffic they generate (google says Nothing links to manuelphp.com,
except ONE site), and the difficulty to have them removed, I believe the best
solution is to let it die.
