This note needs clarification as it's specific to Windows. The
attatched CHANGELOG entry for the commit is:

"changes in 4.3.0 for zlib on windows"

http://cvs.php.net/diff.php/phpdoc/en/reference/zlib/configure.xml?r1=1.1&r2=1.2&ty=h

Description:
------------
The PHP documentation on Zlib states that the zlib module is included
by default in PHP 4.3.0 and greater. However, in 4.3.2 it is NOT
included by default, and you must manually do --with-zlib when
configuring it.
