On a semi-related note, the auto-redirection for the manual is sometimes a little self-defeating. The mirror used seems to be based on the originators location, and not the location of the proxy server. In my case, the mirror tends to be au3, even if I am coming out of our corporate network via a machine in the US.
You are always able to select your preferred mirror on the My PHP.net page...
