In mysqli-client-encoding.xml, I ran into that :

   <refsect1>
    <title>See also</title>
    <para>
     <function>mysqli_client_encoding</function>.
     <function>mysqli_real_escape_string</function>.
    </para>
   </refsect1>

Is that a policy for see also sections?

Nope, should be: <func/> and <func/>. or: <func/>, <func/> and <func/>.

So there is no problem if you put it into a refsect (it was actually a plan to do docwise, just noone had the time to do it).
