Bug description:  ext/sysvsem functions return/use resources not integer ids

Description:
------------
According to the documentation all ext/sysvsem functions return or use
integer ids as identifiers of semaphores. That's not true.
The functions are :
# sem_acquire - uses resource
# sem_get - returns resource
# sem_release - uses resource
# sem_remove - uses resource

The protos in ext/sysvsem/sysvsem.c are correct.
