I believe this to be a configuration issue on your PC; I just
tested the chm on my laptop and saw the mojibake, both for the
PHP chm and the chm's I generate for my Japanese client.  My laptop
does not have any far eastern language packs installed, so this is
expected. (XP Pro).

However, on my other machine I have the Japanese locale installed,
but the primary language (Language for non-Unicode Applications)
is set to English (UK); the chm's render there just fine.
(W2k3 server).
