Bug description: Documentation of strcspn() and strspn() is incorrect
Description:

As of PHP 4.0B1 both functions are binary safe.
Additionally both functions accept 2 optional integer
parameters that can be used to define the starting position
and the length of the string to examine.
ex.
strspn("foo", "o", 1, 2); == strspn(substr("foo", 1, 2),
"o");
