Solved the 'security in security' TOC problem
by elevating the containers one level up.
Yes, I know this breaks all translations with
a translated security section and I am working
on solving their problems
All languages having separate security files have been taken care of. Two langauages having a fully translated old big security/index.xml file have been warned that this translation is not used in the build anymore. Two minimally translated, and otherwise outdated English security/index.xml files have been removed. None of the build should be broken by this change.
