Seems like someone misused the comment area for prototypes, or the parser in phpdoc is dumb?
Someone misused the 'proto' word in the DOM extension. It's all around the code, not only by PHP_FUNCTION and friends. Moreover, there are only URLs instead of refpurposes by some PHP functions.
I don't have karma to remove misused 'proto' but I can send a patch for it.
Great! It would be good if you could coordinate with the author of the extension first.
