That should be added to the .htaccess created by livedocs.
If you create the patch to .htaccess.in and submit it to bugs.php.net as "Livedocs problem", it'll likely get patched in short order. That's how I got the UTF-8 (for .php) in.
Done, I reopened your bug, since it was not completely fixed.
