On the subject of reference restructuring, I'd like to toss out the idea of grouping the reference sections. We're up to 137, and with the growth of PECL that's only going to get bigger.
We need to find someone, who can make this work with DSSSL and XSLT sheets. Remember that we need to change the DTD for this to work, but it is a small change.
