This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

you should check pg-affected-rows and pg-field-is-null (Ive not checked
others after pg-field-is-null because I am currently translating this
file ;))
There is <literal> and not <function> (remove () at the end of the
function name if you modify it)

We use <function> not <literal> for these. If it's decided to not do
this then it's a phpdoc wide problem and not specific to the
pg_client_encoding() docs.
