I think it's worth doing [that change] to be consistent despite the possible issues with external links and translation syncing. On a related note, I tried finding sites that link to this specific manual page and came up empty. But I'm guessing that most people clicking to the old page would end up finding the new page, Modifying the phpweb error handler would not really be needed... The standard is to use that as the base of all id's throughout the document.
