Description:
------------
There is confusing czech translation for mysql_affected_rows at
http://cz.php.net/manual/cs/function.mysql-affected-rows.php

Reproduce code:
---------------
Go to http://cz.php.net/manual/cs/function.mysql-affected-rows.php

There is a notice about transaction, which is wrong in czech
translation.

Transactions: If you are using transactions, you need to call
mysql_affected_rows() after your INSERT, UPDATE, or DELETE query, not
after the COMMIT.

Expected result:
----------------

Prepositions are used in wrong meaning and make people confused, if you
have to call it after UPDATE or it' allowed to call it after COMMIT.
